Russia advances visa-free agreement with Saudi Arabia

Draft deal clears government approval, paving the way for deeper travel and diplomatic ties

The Russian Government has approved a draft agreement that would introduce mutual visa-free travel between Russia and Saudi Arabia. The decision, published in the state register of legal acts, authorises the Foreign Ministry to begin formal negotiations with Riyadh and to make technical adjustments during the talks. This is reported by the official website of the Russian government.

Under the draft framework, the visa-free regime will take effect 60 days after both sides exchange official notifications confirming readiness to implement the agreement. The initiative is expected to simplify travel procedures for citizens of the two countries and strengthen bilateral engagement.

Officials note that the agreement marks a significant step toward expanding cultural, economic and humanitarian exchanges. Current entry rules already allow Russian citizens to obtain electronic visas or visas on arrival, but the full removal of visa fees and paperwork is seen as a major incentive for mobility.

The number of visitors travelling between the two nations has risen notably in recent years. In the first quarter of 2025, Russia recorded a sharp increase in arrivals from Saudi Arabia, placing the kingdom among the top contributors to inbound tourism.

Aviation links are also expanding, with carriers from Saudi Arabia increasing flight frequencies and opening new routes to major Russian cities. These developments, combined with the forthcoming visa-free regime, are expected to further reinforce cooperation across multiple sectors.
