Russia and Vietnam approve cooperation plan for the period until 2030

Russian Prime Minister Mikhail Mishustin said the countries intend to increase bilateral trade to US$15 billion by this year


Russian Prime Minister Mikhail Mishustin arrived on an official visit to Vietnam, where he held talks with Prime Minister of the republic Pham Minh Chinh. This is reported by the official  website of the Russian Cabinet of Ministers.

At the meeting, the head of the Vietnamese government noted the special significance of this visit, as in 2025 the states celebrate the 75th anniversary of the establishment of diplomatic relations. Pham Minh Chinh also said he had good impressions from his trip to Russia for the BRICS+ summit in October.

"This friendship is a major asset in our relations, forming a solid foundation that will help future generations further strengthen our ties and elevate them to new heights for the benefit of our two nations, and for the sake of regional and global peace, stability, and development"

For his part, Mishustin thanked his Vietnamese counterpart for the warm reception of the Russian delegation. According to him, Moscow and Hanoi are linked by strong ties of friendship and mutual respect.

"Vietnam is Russia’s major partner in Southeast Asia. [...] We have made expanding trade and economic ties our priority. Mutual trade has been experiencing upward momentum, having increased by 24 per cent last year, which was attributable, among other things, to the effort to fulfil the free trade agreement between the Eurasian Economic Union and Vietnam"

He singled out the two countries' cooperation in the energy sector and said there were good opportunities for cooperation in nuclear energy. In addition, Russia is interested in expanding ties in transport and logistics and digital technologies. 

The heads of government also discussed cultural and humanitarian ties between Russia and Vietnam. Mishustin said the Russian side welcomed the Vietnamese leadership's decision to include Russian as the first foreign language in secondary school curricula. He pointed out that more than three thousand students from the republic study in Russian universities.

Following the talks, the two sides approved a comprehensive cooperation plan for the period until 2030 and signed a number of relevant documents. During the visit, Mishustin also met with General Secretary of the Communist Party of Vietnam Central Committee (CPVCC) To Lam and Chairman of the country's National Assembly Tran Thanh Manh.

The day before, Russian Deputy Prime Minister Dmitry Chernyshenko said at talks with Vietnamese counterpart Tran Hong Ha that in 2024, the increase in tourist flow from Russia to Vietnam was nearly 85 per cent, rising to 232,300 trips. He said the number of flights between the countries will be increased.
