"Russian Creative Week - Siberia" has become a driver of change in the creative industries
According to experts and participants, the "Russian Creative Week - Siberia" Forum held in Krasnoyarsk on November 24-25, has secured its status as a platform for decision-making at the federal and regional level for the development of creative economy.
The organisers of the "Russian Creative Week - Siberia" were: "Roskulttsentr" FSBI, authorities of the Krasnoyarsk territory, "Creative Economy" ANO, "Siberian Institute for the Development of Creative Industries" ANO. TV BRICS is the media partner of the event.
A total of 314 speakers took part in the 77 sessions of the forum, around 4,000 listeners and 2.2 million video views. Guests of the event came from 17 regions of Russia, including ten subjects of the Siberian Federal District (Republics of Altai, Tyva and Khakassia, Altai and Krasnoyarsk Territories, Irkutsk, Kemerovo, Novosibirsk, Omsk and Tomsk regions).
The programme was divided into 6 thematic blocks:
- business programme;
- architecture, design, fashion, art;
- media, publishing, marketing;
- film and animation, computer graphics;
- IT, game industry;
- creative entrepreneurship.
The main venue for the forum was the Congress Hall of the Siberian Federal University. As part of the event, the 'Christmas Trees of Russia' installation was placed there, presenting a design approach to the New Year symbol in the traditions of folk crafts from different regions of the country.
The substantive outcomes of the forum were captured by the key speakers. According to Sergey Novikov, head of the Russian President's Department for Public Projects, the government's approach to the creative industries has changed, and this is bearing the first fruits.
"Creative industries projects give an impetus to the development of all sectors of the economy, show the direction in which progress is being made and help build a community of values. It is with the participation of creative teams that breakthrough solutions for industry and other sectors of the economy are developed. <...> "The Russian Creative Week - Siberia", on the one hand, provides a powerful incentive for development and, on the other hand, offers concrete solutions," he said.
The structural and practical changes that have taken place in the region thanks to the 'Russian Creative Week - Siberia' held in Krasnoyarsk, were outlined by Sergey Ponomarenko, First Deputy Governor of the Krasnoyarsk Territory - Head of the Territory Governor's Administration.
"The Krasnoyarsk Territory is a region with strong industrial potential. At the same time, we have a serious intellectual potential, which, of course, is the basis for the development of creative industries. And we want to compete with the established creative industries development capitals of Moscow and St Petersburg. In this sense, there are certainly practical results," he said.
At the plenary session 'Creative Industries as a Foundation for Quality of Life in the Siberia Macroregion', Svetlana Chupsheva, General Director of the "Agency for Strategic Initiatives to Promote New Projects" ANO, presented the results of a study on the contribution of local creative industries to the economy of Siberian regions, which totalled almost 300 billion roubles. The leaders were the Krasnoyarsk territory (6.64%) and the Tomsk region (4.99%).
For the first time, the first Siberian IT Summit was held as part of Russian Creative Week, bringing together business representatives, technology entrepreneurs and government representatives (in particular, the regional regulator), who came from all over the country from completely different industries and sectors of the technology market.
It was announced the launch of a program to support domestic IT companies, thanks to which about a thousand companies will be able to receive compensation for promotion costs from the Russian Foundation for the Development of Information Technologies (RFRIT). The programme has a budget of 1.5 billion roubles.
The project partners were the largest online venues where companies can purchase any type of targeting or contextual advertising. About 80% of the costs will be reimbursed to them by the fund when they apply through the Gosuslugi (State Service) platform. Such a possibility has been developed jointly with the RF Ministry of Education and Science.
In addition, software for the creative industries was discussed at the summit. Many entrepreneurs have identified the need to stimulate activity in this area, replacing analogues in design, photo and video content processing.
