Chinese government launches programme to help low-income families

The central government will further optimise the identification of low-income families to alleviate their problems and provide them with better livelihoods

China's Ministry of Civil Affairs recently issued a notice requiring governments at all levels to strengthen assistance to low-income people or households by improving group identification work. This was reported by China Daily, a partner of TV BRICS.

Local civil affairs organisations will identify low-income people or families using big data or door-to-door visits, and the identification work should be based on the applicant's actual living conditions and income.

Local authorities will also dynamically monitor and manage such people or families to keep a close eye on their needs or costs related to health, education, or disability.

The ministry defines low-income people as those who receive state minimum living benefits, are at risk of returning to poverty, or are living in hardship due to constant expenses.

Low-income is generally defined as people with an annual income of less than 10,000 yuan (US$1,386).

The definition of low-income families varies from region to region but generally includes families whose per capita disposable income is lower than that of the local population in the previous year.
