Lula authorises law turning carnivals into cultural heritage

This law recognises carnival blocks and bands as a manifestation of the national culture, which generates employment and income for thousands of families


The President of Brazil Luiz Inacio Lula da Silva has approved a bill that recognises carnival blocks and bands as a manifestation of national culture. This is reported by Brasil 247, a partner of TV BRICS.

The text of PL No. 3,724/2021 was approved in March by the Senate Committee on Education and Culture by final decision, that is, without a vote in the plenary session of the House of Representatives. 

For the rapporteur of the project, Senator Augusta Brito, carnival decks and orchestras are manifestations that "reflect the greatness of our cultural diversity".

According to the approved text, recognition as a manifestation of national culture includes parades, music and traditions.

State authorities will also be obliged to guarantee the freedom of activity of these groups and their carnival processions.

Lula also authorised a project that provides for special measures to protect the work done in archives, libraries, museums. PL No. 5,009/2019, approved earlier this month by the Senate, amends the Consolidation of Labour Laws (CLT) to provide health and safety measures for workers in these environments.
