EAEU countries adopt joint statement on responsible development of AI

The topic of artificial intelligence became central at the V Eurasian Economic Forum in Astana


Following the meeting of the Supreme Eurasian Economic Council in Astana, the leaders of the member states of the Eurasian Economic Union (EAEU) signed a joint statement on the responsible development of artificial intelligence. This was reported on the website of Kazakhstan’s President Kassym-Jomart Tokayev.

As Tokayev noted, the meeting of the Supreme Council and the V Eurasian Economic Forum taking place these days are important events opening new chapters in the activities of the EAEU. The main theme of the forum was “The EAEU in the Global Digital Race: The Bet on Artificial Intelligence”.

“The most important confirmation of our unanimity was the adoption of the Joint Statement on the Responsible Development of Artificial Intelligence. […] In the context of the formation of a new technological order based on digitalisation and artificial intelligence, the key factors of success are the speed of data processing, the level of automation and the depth of innovation implementation. […] Advanced technologies should become, and are already becoming, a powerful catalyst for Eurasian integration. It can be confidently stated that this work within the EAEU space is acquiring a systematic character. Transformation is affecting all areas of activity – from industry and logistics to agriculture and public administration,” the president stressed.

Other EAEU leaders also commented on the development of AI within the organisation. Russian President Vladimir Putin noted that AI is an entirely new, yet highly promising area of integration cooperation.

“We are talking about strategic technologies that are becoming an important factor in ensuring global competitiveness, economic growth and progress. Competition between states and transnational corporations for leadership in this field is already unfolding. […] The Russian Federation is one of perhaps only a few countries capable of creating and already creating its own sovereign platforms for the development of artificial intelligence. But we fully understand and realise that working together with our friends and partners is of enormous importance, and the pooling of efforts can produce colossal results,” the Russian leader said at the plenary session in Astana, according to the Kremlin website.

President of Belarus Aleksander Lukashenko drew the attention of the participants of the Supreme Council to the fact that the republic has become actively involved in work on the development of artificial intelligence.

“On the one hand, this is an important factor of competitiveness and economic growth, and on the other, a serious security challenge. As was once the case with the atom, our task is to make artificial intelligence ‘peaceful’ and not allow it to be turned into a weapon of mass destruction. Therefore, the words ‘responsible use’ in the union’s statement are key,” Lukashenko stressed, according to the official website of the President of Belarus.

President of Kyrgyzstan Sadyr Japarov put forward a number of initiatives.

“By implementing digital solutions, we are facing the very challenge of digital sovereignty. Whoever controls their data controls their future. And whoever depends on external infrastructure, algorithms and systems remains vulnerable. That is why Kyrgyzstan is focusing on the development of national AI solutions. At the same time, we fully understand that artificial intelligence has no national borders, and here the EAEU space has enormous potential. […] By combining our efforts in developing joint models and creating shared computing capacities and data centres, we will be able to become not merely users but equal architects of the global digital agenda,” the head of Kyrgyzstan stated, according to Kazinform, a partner of TV BRICS.

The Eurasian Economic Forum took place in Astana on 28–29 May and was timed to coincide with the meeting of the Supreme Eurasian Economic Council. The event was held as part of Kazakhstan’s chairmanship of the EAEU bodies in 2026. On 29 May, 12 years have passed since the signing of the Treaty on the Eurasian Economic Union.
