TV BRICS International Media Network to promote BRICS and Global South cooperation in public diplomacy
The agreement, aimed at deepening humanitarian and business ties between Russia as a member of BRICS and Latin American countries, will reflect the role of public-state partnership to ensure the stability of society
The Centre for Integration and Cooperation between Russia and Latin America (CICRAL) will receive communication support from TV BRICS. At the 29th St. Petersburg International Economic Forum held in St. Petersburg, a cooperation agreement was signed by Lucas Adrian Garcia, Vice President of CICRAL, and Janna Tolstikova, CEO of TV BRICS. The partners will cooperate to strengthen humanitarian, business and economic ties between the BRICS countries and the Global South, as well as to develop parliamentary initiatives and intergovernmental projects in the fields of education and youth policy.
“The signing of the strategic cooperation agreement between CICRAL and TV BRICS at SPIEF acquires special significance, taking into account the motto of the 2026 Forum: 'Pragmatic Dialogue: the Path to a Stable Future'. At CICRAL, we are convinced that building this future is not the exclusive task of governments. It is a shared responsibility that rests on all social actors – from the academic community and civil organisations to the media and the business sector. In the current context of transition towards a multipolar world order, the geographical distance between Russia and Latin America ceases to be a barrier and becomes a space of geopolitical opportunities. This agreement is a practical instrument of public diplomacy that will help make information more accessible, strengthen scientific and cultural exchange, and bring the realities of our continents closer together. By entering into partnership with TV BRICS, we demonstrate that horizontal cooperation and mutual understanding are the strongest foundation for ensuring stability in the societies we represent,” said Lucas Adrian Garcia.
The Centre for Integration and Cooperation between Russia and Latin America was founded in 2024 in Buenos Aires. It is a non-governmental public diplomacy structure whose activities are aimed at developing political, economic, scientific, cultural and sports ties between Russia and Latin American countries. Its main areas of work include participation in public organisations, youth movements and communities, cooperation with parliaments and local authorities, the organisation of educational events, and the creation of innovative educational programmes. The Centre has branches in Argentina, Bolivia, Brazil, Guatemala, Honduras, Venezuela, Colombia, Costa Rica, Mexico, Panama, Paraguay, Peru, Chile, Ecuador, and Russia. CICRAL is the organiser of the online forum of young leaders of the multipolar world. In 2026, the Centre was awarded the IBRICS+ Prize for its contribution to BRICS activities aimed at uniting civil society, youth and government authorities around the multipolar agenda.
TV BRICS CEO Janna Tolstikova stressed that, with the support of the media network, CICRAL will be able to attract the attention of a wider audience to the prospects for cooperation between Russia, as a BRICS member, and Latin America, as well as showcase the work of public diplomacy institutions and the effectiveness of public–private partnership.
In Latin America, TV BRICS cooperates with media outlets, public organisations and government authorities in Argentina, Brazil, Bolivia, Venezuela, Colombia, Cuba, Mexico, Chile and Uruguay.
In the year marking the 20th anniversary of BRICS, the 29th St. Petersburg International Economic Forum is being held with informational support from the media network. At SPIEF, TV BRICS is operating a television studio in the Roscongress International business networking area for interviews with business leaders and government officials. On 5 June, the TV BRICS International Symphony Orchestra will perform at Palace Square in St. Petersburg.
