Brazil launches national arts policy to expand cultural access
New decree establishes framework to protect artistic expression and strengthen cultural rights nationwide
Brazil has formally adopted a National Arts Policy aimed at expanding public access to culture and strengthening the protection of artistic expression across the country, reports Brazil's Ministry of Culture.
The initiative was enacted through a presidential decree signed by Luiz Inacio Lula da Silva and Minister of Culture Margareth Menezes. The new framework establishes a legal and institutional foundation to promote the right to the arts as part of broader cultural rights, in line with the Brazilian Constitution.
Officials described the policy as a milestone for the country’s cultural sector, providing a comprehensive set of principles, objectives and guidelines to support artists, institutions and civil society in developing and promoting artistic activity.
The policy covers a wide range of artistic forms, including visual arts, cinema, dance, circus, literature, music, and theatre, recognising them as essential expressions of cultural identity and creativity.
Among its core objectives are expanding access to artistic production and participation nationwide, safeguarding Brazil’s artistic heritage through preservation and documentation, and encouraging the transmission of knowledge across generations, particularly within traditional and popular cultures.
The framework also emphasises support for cultural professionals, including improved working conditions and social protections, as well as sustained investment in artistic spaces, community initiatives and educational programmes that promote regular engagement with the arts.
Implementation will be coordinated by the Ministry of Culture in cooperation with regional and local authorities, as well as cultural organisations and civil society.
Authorities expect the initiative to strengthen the cultural ecosystem, support creative industries and reinforce the role of the arts as a fundamental component of citizenship and national development.
