Vietnam launches national framework to boost science and digital transformation with targets set through 2030

Each year, the programme aims to generate at least 30 new or improved products

The Ministry of Science and Technology of Vietnam has launched a national framework to guide provinces and centrally run cities in advancing science, technology, innovation and digital transformation as key drivers of sustainable economic growth. This is reported by VNA, a partner of TV BRICS.

The framework sets measurable milestones through 2030. By that time, the combined contribution of science, technology, innovation and digital transformation is expected to reach between 5 and 7 per cent of gross regional domestic product (GRDP). Within this, science and technology should account for 1–1.5 per cent, innovation for 3–3.5 per cent, and digital transformation for 1–2 per cent.

Each year, the programme aims to generate at least 30 new or improved products, services or models and enable a minimum of 100 enterprises to engage in technological innovation, including no fewer than five innovative start-ups. Public administrative services will also be fully digitised, with 80 per cent of dossiers to be processed online by 2025.

The framework emphasises the creation of local innovation ecosystems, including creative spaces, digital platforms, and smart operation centres. It also mandates the development of a national system of indicators to measure and evaluate the socio-economic impact of science, technology, innovation and digital transformation.

Key reforms include treating enterprises as the central drivers of innovation, shifting state budget allocations towards output-based investment, expanding public–private partnerships, and mobilising resources for venture capital funds.

The framework also encourages pilot projects under regulatory sandboxes to foster innovative business models, as reported by the source.
