Vladimir Putin and Kassym-Jomart Tokayev sign Declaration on Strategic Partnership between Russia and Kazakhstan

The Declaration on enhancing cooperation holds historic significance

President of Russia Vladimir Putin and President of Kazakhstan Kassym-Jomart Tokayev have signed a Declaration on elevating intergovernmental relations between the two countries to the level of a comprehensive strategic partnership and alliance. The full text of the document has been published on the Kremlin’s official website.

Tokayev is on a two-day state visit to Moscow. During the meetings, the parties signed over ten intergovernmental and interdepartmental agreements and memoranda in the fields of politics, security, trade and investment, as well as cultural and humanitarian cooperation.

The Declaration covers cooperation between the two states across multiple areas. In particular, the parties will continue to develop common markets within the Eurasian Economic Union (EAEU) and coordinate their actions within the Shanghai Cooperation Organisation (SCO), the Commonwealth of Independent States (CIS), and United Nations agreements.

Russia will fully meet its obligations regarding the construction of the first nuclear power plant in Kazakhstan. The two countries will continue to create conditions for the unhindered transportation of energy resources, develop cooperation at the Baikonur Cosmodrome, work jointly on the preservation of the Caspian Sea’s water resources, and promote the Russian language as a means of interstate communication across the CIS space.

"Naturally, priority attention during the talks was devoted to issues of economic cooperation. Last year, trade turnover reached US$28.7 billion – one-fifth of Kazakhstan’s total foreign trade. [...] For Russia, Kazakhstan is also one of the largest trading partners within the Commonwealth of Independent States and across the Eurasian space as a whole. Moreover, the structure of our mutual trade is constantly diversifying, with an increasing share of non-resource-based products. The share of national currencies in mutual settlements already exceeds 96 per cent"

For his part, Tokayev described his visit to the Russian capital as “the main event of the current year” and highly praised the talks held.

"Special attention was paid to the development of industry, energy, transport and logistics, agriculture, high technology, digitalisation, and humanitarian cooperation, as well as the implementation of new infrastructure projects. [...] Russia is Kazakhstan’s most important trade, economic and investment partner. The accumulated volume of direct investment from Russia into Kazakhstan’s economy has exceeded US$27 billion. In 2024, Russia became Kazakhstan’s largest investor. [...] The economic ties between Kazakhstan and Russia are constantly expanding through new innovative growth points. [...] At present, there are virtually no areas in which our countries do not successfully cooperate"

The Presidents share the conviction that the implementation of the goals set out in the Declaration will serve as an unshakeable foundation for friendship and the strengthening of allied relations between the Russian Federation and the Republic of Kazakhstan.
