The initiative seeks to drive global innovation in science and technology, particularly to benefit nations in the Global South. The announcement was made by the Chinese Ministry of Science and Technology, as reported by Xinhua News Agency, a partner of TV BRICS.

Key recommendations within the initiative urge governments, scientific communities, businesses, NGOs, and other stakeholders to champion the free flow of scientific knowledge, talent, and resources worldwide. By promoting equitable access and participation, the initiative envisions a global scientific ecosystem that prioritises fairness and inclusivity, the source claims.
