Specialists from leading energy companies in ASEAN countries to undertake fellowships in Russia

The programme is aimed not only at training but also at launching joint projects in the field of conventional and low-carbon energy

Energy specialists from ASEAN countries have arrived in Russia to exchange experience and familiarise themselves with best practices in the fuel and energy sector. The InteRussia International Fellowship Programme “The Changing Energy Landscape” will take place in St. Petersburg and Moscow in November–December 2025. It is implemented on the basis of St. Petersburg State University of Economics in cooperation with the Gorchakov Public Diplomacy Fund, the Russia–ASEAN Business Council, and the TV BRICS International Media Network, with the support of the Presidential Grant Foundation, the Russian Energy Agency, and the Global Energy Association.

“Today, energy is becoming not just an industry but a space for strategic partnership. We are pleased that St. Petersburg State University of Economics is becoming a centre for international expert interaction, where new approaches to sustainable development and energy security are being formed. The InteRussia Fellowship programme contributes to the development of a new generation of specialists ready to work in a globally competitive environment and capable of making a significant contribution to the energy sector. Participation in the programme allows not only to deepen professional knowledge but also to develop leadership skills and teamwork abilities,” said St. Petersburg State University of Economics Rector Igor Maksimtsev.

The fellowship involves specialists from Vietnam, Indonesia, Cambodia, and Myanmar. Participants include representatives of the public sector, academia, industry companies, and associations. The project aims to establish business contacts and expand economic and scientific-technical ties between Russia and ASEAN countries.

“Regional energy security and sovereignty issues are on the agenda of Russia–ASEAN multi-vector cooperation. The international educational programme InteRussia ‘The Changing Energy Landscape’ is particularly relevant under current conditions, as it provides participants with the opportunity to explore prospects for technological cooperation in the energy sector between our countries, exchange experience, knowledge, and expertise, and create conditions for promoting joint projects,” emphasised Daniyar Akkaziev, CEO of the Russia-ASEAN Business Council.

During lectures, seminars, and workshops, fellowship participants will discuss international energy security, the development of relations between Russia and ASEAN countries in the energy sector, low-carbon economy strategies, energy price dynamics, and carbon emission reduction. They will also meet leading industry experts and government officials and visit enterprises and energy infrastructure facilities.

“Energy security is one of the priorities in the BRICS media space, which is developed by TV BRICS. We are shaping an international industry agenda, and through media communications, we also create conditions for uniting expert communities, as is happening, for example, through the InteRussia fellowship. TV BRICS has supported this project for several years as a co-organiser and international information partner. Promoting dialogue among industry professionals and delivering objective information about their activities to the wider public is our contribution to ensuring energy security, which was highlighted in the final declaration of the 17th BRICS Summit in Rio de Janeiro as the foundation for the socio-economic development and welfare of all member states,” said Aleksandra Burman, Director of the International Cooperation Department at TV BRICS.

In 2024 and 2025, TV BRICS participated as co-organiser and international information partner in two InteRussia international energy fellowship programmes for specialists from Latin America and the Caribbean. Participants included representatives from Argentina, Brazil, Colombia, Costa Rica, Mexico, El Salvador, Chile, and Ecuador.

“For the Gorchakov Public Diplomacy Fund, the InteRussia programme for energy specialists is special because we understand how important this direction is both for Russia and ASEAN countries. The programme was created to promote multilateral dialogue not only between organisations but also between experts from Russia and abroad. For the first time, together with St. Petersburg State University of Economics, we are conducting two similar fellowship within one calendar year. I am confident that the fellowship will give an impetus for new joint projects along the Russia–ASEAN line, as our technologies and solutions can be useful to our colleagues in Southeast Asia amid growing energy demand and the need for energy storage, processing, and delivery,” said Sergey Orlov, Deputy Executive Director of the Gorchakov Public Diplomacy Fund.

In 2024 and 2025, TV BRICS also co-organised and acted as an international information partner for the InteRussia fellowship in theatrical arts. During Russia’s BRICS chairmanship, the " Worthy of Applause: New Roles for BRICS+ Actors" was produced, premiering in several foreign countries.
