BRICS education ministers back ethical AI and launch technical cooperation alliance
Education ministers from BRICS countries signed a joint declaration reaffirming their commitment to ethical and inclusive use of artificial intelligence (AI) in education, strengthening vocational and technical training, and reforming academic assessment frameworks. This is reported by the official website of Brasil’s 2025 BRICS Presidency.
Ambassador Mauricio Lyrio, Brazil’s Sherpa for BRICS, noted that a special declaration on AI governance is currently under negotiation and may be adopted at the upcoming BRICS Summit in July. Brazil advocates placing development issues – such as education and health – at the centre of global discussions on AI, beyond traditional concerns around privacy and security.
Deputy Minister of Science and Higher Education of Russia Konstantin Mogilevsky has underscored the importance of collaboration among BRICS countries to promote more just and inclusive educational systems.
“The first step, which we are already taking, is the exchange of teaching experience and the study of best educational practices among BRICS nations. This is fundamentally important. The second step involves discussing the educational system concepts of each country in order to identify areas for improvement. And the third is ensuring that all citizens have the right to access reliable and high-quality information about education, including access to higher education,” he said.
Mogilevsky emphasised that BRICS countries are actively engaged in this process and share a strong commitment to education.
Another key outcome was the formal launch of the BRICS Technical Cooperation Alliance, designed to align education systems with labour market needs and improve access to training for under-represented groups, including women and rural populations.
The alliance also pledges to support some groups in vocational training (including women, rural populations, persons with disabilities, and migrant communities), ensuring equitable access for all.
Moreover, as a member of BRICS, it joined the BRICS Network University, expanding academic exchange among member countries. India and Brazil presented national initiatives focused on inclusive learning, vocational skills, and innovation in higher education.
