Kazakhstan to ensure 100% inclusive education in universities and colleges by 2029

Currently, 384 students with disabilities are enrolled in 52 colleges specialising in culture, arts, and music

Kazakhstan is taking significant steps to expand inclusive education and cultural participation for persons with disabilities. According to Deputy Prime Minister and Minister of National Economy Serik Zhumangarin, all universities and colleges across the country are mandated to create a fully inclusive environment by 2029. This is reported by Kazinform, a partner of TV BRICS.

As part of ongoing efforts, inclusive creative initiatives have received increased state support. Currently, inclusive artistic groups operate in eight regions of Kazakhstan, receiving government backing.

Currently, 384 students with disabilities are enrolled in 52 colleges specialising in culture, arts, and music. In addition, over 7,000 children with special educational needs attend 1,871 supplementary education institutions.

By 2025, the percentage of educational organisations providing inclusive learning environments is expected to reach 70 per cent in preschools, 90 per cent in general education schools, and 81 per cent in technical and vocational institutions.

A 10 per cent admission quota is allocated for persons with Group I and II disabilities, individuals with childhood disabilities, and those from families raising children with disabilities. Universities guarantee equal access to education for all categories of citizens.

Furthermore, students with disabilities receive personalised support, including counselling, psychological and pedagogical assistance, online instruction, and adapted study materials. Educators working with students with special needs undergo annual professional development.

According to Zhumangarin, the Concept for the Development of Higher Education and Science for 2023–2029 outlines incremental targets for building individual educational pathways for students with special needs: 60 per cent in 2023, 70 per cent in 2024, 80 per cent in 2025, and full coverage by 2029.
